The Biden Justice Department demonstrably expanded pattern-or-practice enforcement: after Attorney General Garland rescinded 2018 limits on consent decrees in April 2021, DOJ opened investigations into at least eight law-enforcement agencies - including Minneapolis, Louisville, Phoenix, Memphis, Trenton, Mount Vernon, Oklahoma City, and the Louisiana State Police - issued formal findings in several, and negotiated consent decrees with Louisville (December 12, 2024) and Minneapolis (approved January 6, 2025). This is the expansion the promise described. The successor administration moved to dismiss the decrees and close the remaining investigations in May 2025, after Biden's term ended on January 20, 2025, which does not change the term-period assessment.
