President Biden formally proposed two years of free community college as a $109 billion component of the American Families Plan on April 28, 2021, and the provision was carried into early versions of the Build Back Better Act. It was dropped during congressional negotiations over the bill's size, and First Lady Jill Biden publicly confirmed on February 7, 2022 that free community college was no longer part of the package. No free community college program was enacted before the term ended on January 20, 2025, so the promise was genuinely pursued through a formal legislative proposal but did not land.
