Biden did not act immediately; in August 2022 he announced a plan to cancel up to $10,000 for most federal borrowers ($20,000 for Pell recipients), and the Supreme Court struck it down 6-3 in Biden v. Nebraska on June 30, 2023. A follow-up Higher Education Act rulemaking was also halted in court and never took effect. His administration instead cancelled debt for over 5 million borrowers through targeted programs (public-service loan forgiveness, income-driven-repayment corrections, borrower defense, disability discharges), but the promised across-the-board minimum of $10,000 per person never occurred. A genuine attempt blocked by the courts rates as ATTEMPTED.
