Biden's fiscal year 2022 budget request (May 2021) proposed $20 billion in new Title I Equity Grants on top of the roughly $16.5 billion program and stated that districts would be required to use a portion of the grants for competitive teacher pay, but Congress never enacted the proposal. Enacted Title I funding rose only modestly, standing at about $18.4 billion in FY2023 and FY2024 - far short of tripling - and no competitive-salary requirement became law. By FY2025 the administration's own request had fallen to $18.6 billion. Formal budget proposals that did not land support ATTEMPTED.
