Biden formally proposed a national partnership with states for universal preschool for all three- and four-year-olds in the April 2021 American Families Plan, and the plan was carried into the Build Back Better Act, which the House passed on November 19, 2021. The bill died in the evenly divided Senate after Sen. Joe Manchin announced his opposition on December 19, 2021, and universal pre-K was dropped from the slimmed-down Inflation Reduction Act of 2022. No national universal pre-K program for three- and four-year-olds was enacted during the 2021-2025 term.
