Across Biden's complete term (January 2021 - January 2025), no Social Security or Medicare benefit cuts were enacted, and both programs were reinforced. The Inflation Reduction Act's Medicare Drug Price Negotiation Program produced the first-ever negotiated prices for 10 Part D drugs, announced August 15, 2024 and effective January 1, 2026, and Biden signed the Social Security Fairness Act (P.L. 118-273) on January 5, 2025, expanding benefits for roughly 3 million public-sector retirees by repealing the windfall elimination provision and government pension offset. Long-term trust-fund solvency legislation did not pass, but the promise as stated was to protect the programs, and benefits were protected and expanded throughout the term.
