A $450 billion home-care investment and a family caregiver tax credit were included in the House-passed Build Back Better Act in November 2021, but the bill stalled in the Senate after Senator Manchin withdrew support in late 2021. Direct review of the enrolled text of the Inflation Reduction Act of 2022 (the pared-down bill that ultimately passed) confirms it contains no home-care investment or family-caregiver tax-credit provisions, corroborating that these provisions were dropped and never enacted. The administration genuinely pushed for them, but they did not land as law.
