As president, Biden never advanced the Medicare-at-60 proposal despite a Democratic Congress and active reconciliation vehicles in 2021-2022. His April 28, 2021 American Families Plan fact sheet restated the goal rhetorically, but the plan itself contained no Medicare eligibility provision, and congressional Democrats - including Sen. Bernie Sanders and more than 80 House members - wrote letters in April 2021 urging him to include it. It was likewise absent from his October 2021 Build Back Better framework, whose Medicare provisions were limited to a hearing benefit, and from subsequent packages; Medicare eligibility remained 65 through the end of his term on January 20, 2025.
