Biden did not send Congress the promised bill on his first day in office (January 20, 2021), and his administration never transmitted its own legislation repealing the Protection of Lawful Commerce in Arms Act or closing background-check loopholes. He did press the substance repeatedly: on February 14, 2021 he publicly called on Congress to require background checks on all gun sales and eliminate gun-manufacturer immunity, and the White House was still urging PLCAA repeal as of September 2024. Congress never passed these measures and PLCAA remained law through the end of his term, so this was a push that did not land rather than fulfillment.
