On January 28, 2021, eight days into his term, President Biden signed the Memorandum on Protecting Women's Health at Home and Abroad, which revoked the January 23, 2017 presidential memorandum that had reinstated and expanded the Mexico City Policy, and directed agencies to end its conditions on global health assistance. The revocation was published in the Federal Register at 86 FR 33077. The promise was fulfilled completely and promptly; the policy's reinstatement by his successor in January 2025 occurred after Biden's term ended and does not affect this rating.
