The pre-Hobby Lobby contraception-mandate framework was never restored. On February 2, 2023, the Treasury, Labor, and HHS departments proposed rules that would rescind the Trump-era moral exemption and create an individual contraceptive arrangement for workers of objecting employers, but on December 30, 2024 the departments withdrew that proposal without finalizing it (a second October 2024 proposed rule was likewise withdrawn in January 2025). The expanded Trump-era religious and moral exemptions therefore remained in effect through the end of Biden's term on January 20, 2025.
