This promise depended on creating a public option, which never happened: no public-option legislation was enacted or formally proposed by the administration during Biden's term (January 2021 - January 2025). Despite Democratic control of Congress in 2021-2022, the public option was omitted from the American Rescue Plan, the president's budget requests, and the Build Back Better package, and NPR reported in February 2022 that the plan had gone nowhere in Congress. With no public option ever established, its promised coverage of contraception and abortion could not and did not occur; the Roe v. Wade framework itself was overturned in June 2022.
