On October 4, 2021, HHS issued a final rule (86 FR 56144, effective November 8, 2021) revoking the 2019 Title X regulations known as the domestic gag rule, restoring nondirective options counseling and abortion referral and reopening Title X eligibility to providers that refer for abortion, including Planned Parenthood affiliates, which returned to the program. The FDA also eased medication-abortion dispensing rules during the term, ending the in-person dispensing requirement for mifepristone in December 2021.
