Independent searches confirm the factual record: after the 2019 pledge, Biden as president signed executive orders directing HHS/agencies to protect abortion access, created the Task Force on Reproductive Healthcare Access, publicly backed the Women's Health Protection Act, repeatedly pressed Congress to codify Roe (State of the Union, DNC/Howard Theatre speech pledging codification as his 'first bill'), and endorsed a filibuster carve-out to pass it. He drove the effort well beyond a single supporting vote, but it did not land: the WHPA failed 49-51 in the Senate (May 11, 2022; only Democrat Manchin opposed, no Republicans backed it) and Roe was overturned in Dobbs.
