Biden proposed large-scale affordable-housing construction funding through his Build Back Better agenda, but the package collapsed after Sen. Joe Manchin announced on December 19, 2021 that he could not support it, and no comparable housing-construction legislation passed before the term ended January 20, 2025. The administration's May 16, 2022 Housing Supply Action Plan pursued administrative measures aimed at closing the housing supply shortfall within five years, but its near-term target was creation and preservation of hundreds of thousands of units, well short of the promised 1.5 million sustainable homes, and the White House was still urging Congress to fund housing production. The promise was formally proposed and pushed but did not land.
