The Bipartisan Infrastructure Law, signed November 15, 2021, delivered $65 billion for broadband, and on June 26, 2023 the administration allocated the $42.45 billion BEAD program across all 50 states, D.C., and the territories with a stated goal of connecting every resident by 2030. However, universal access was not achieved during the term: FCC data showed roughly 24 million Americans still lacked fixed broadband as of 2022, and GAO reported in April 2025 that BEAD projects were still in the planning and approval stage. Biden secured historic funding and meaningful expansion machinery, but broadband had not reached every American by January 20, 2025.
