Assessments
evidence-backed verdictsThese are sourced verdicts from fact-checkers or community evidence reviews — not opinions.
The Bipartisan Infrastructure Law (November 2021) committed to replacing thousands of transit vehicles with zero-emission buses, and FTA's Low or No Emission program delivered concrete awards throughout the term, including over $1.1 billion in FY2024 grants announced July 26, 2024, reaching transit agencies in cities across the country. This was substantial progress toward the goal, but zero-emissions public transportation options had not been provided to every U.S. city of 100,000-plus residents by the end of Biden's term on January 20, 2025. The promise's 2030 deadline extends beyond his completed term, so the rating reflects meaningful but incomplete delivery during it.
