The promise as stated was to invest in water pipeline and sewer repair, lead service line replacement, and treatment plant upgrades. The Bipartisan Infrastructure Law, signed November 15, 2021, delivered more than $50 billion to EPA for drinking water, wastewater, and stormwater infrastructure, which EPA describes as the largest federal water investment ever made, including dedicated funding for lead service line replacement distributed to states across the term. EPA also issued a final rule on October 8, 2024 requiring water systems to replace lead pipes within 10 years. The promised investment was enacted and implemented during his term.
