Biden formally proposed large-scale housing investment - $213 billion in the March 31, 2021 American Jobs Plan and $150 billion in the October 28, 2021 Build Back Better framework - but Congress never enacted these programs. Senator Joe Manchin announced on December 19, 2021 that he could not support the Build Back Better Act, dooming the package in the 50-50 Senate, and no comparable housing investment passed before Biden's term ended January 20, 2025. Enacted housing spending during the term consisted mainly of pandemic-era emergency assistance, far short of the promised $640 billion over 10 years.
