Section 8 assistance never became available to every eligible family during Biden's term: the Housing Choice Voucher program remained capped by annual appropriations and continued to serve roughly 2.3 million families, far short of covering all income-eligible households. Biden pushed expansions - rental assistance in the Build Back Better package that died after Senator Manchin's December 19, 2021 opposition, and budget requests such as the FY2024 proposal to extend vouchers to well over 200,000 additional households - but Congress enacted only modest increments. No legislation guaranteeing vouchers to every eligible family passed before his term ended January 20, 2025.
