Both components were partially delivered. HUD's June 2021 interim final rule restored the Affirmatively Furthering Fair Housing definitions and certifications gutted in 2020, and HUD proposed a fuller 2015-style AFFH rule in February 2023, but never finalized it before the term ended January 20, 2025. On zoning incentives, HUD created the PRO Housing grant program, awarding $85 million (announced mid-2024) and $100 million more (January 14, 2025) for communities to remove barriers to affordable housing such as outdated zoning - $185 million total, below the promised $300 million.
