The Bipartisan Infrastructure Law (signed November 15, 2021) committed $65 billion to broadband, including the $42.45 billion BEAD grant program allocated to all states on June 26, 2023 to reach unserved, largely rural areas - exceeding the promised $20 billion investment. However, the specific mechanism pledged (tripling USDA Community Connect grants) was not the vehicle used, and universal high-speed access for every American was not achieved by the end of the term in January 2025, when BEAD-funded construction was still largely ahead.
