Biden backed the For the People Act (H.R. 1), passed by the House on March 3, 2021, and its successor package, the Freedom to Vote: John R. Lewis Act (H.R. 5746) - both containing the Stop Super PAC-Candidate Coordination Act, which would treat expenditures coordinated with campaigns as contributions and restrict candidate fundraising for super PACs. Biden publicly campaigned for the package, but Senate Republicans blocked it on January 19, 2022, and the accompanying filibuster rules change failed 48-52 the same night. No super PAC independence legislation was enacted, and no constitutional amendment advanced, before his term ended January 20, 2025.
