Biden personally drove the push for the John R. Lewis Voting Rights Advancement Act, which would restore a Section 4 coverage formula and a preclearance process; the House passed H.R. 4 on August 24, 2021, and in a January 11, 2022 Atlanta address Biden endorsed changing Senate filibuster rules to get it passed. The Senate rejected cloture on the companion S. 4 by 50-49 on November 3, 2021, and a combined voting-rights package failed again in January 2022 when the Senate declined to change its rules. Despite his sustained personal campaign, the bill never became law, so the promised preclearance update was not delivered.
