Biden pledged during the 2020 campaign to create a Commission on Federal Ethics with subpoena and civil-enforcement power expanding on the FEC, OGE, and Office of Special Counsel. Across his full 2021-2025 term, no such commission was created by statute or executive order, and no bill or formal administration legislative proposal to create it was ever introduced. As of February 2022, a government-accountability advocate publicly noted in trade press that no commission or even a proposal for one existed, and no such proposal materialized in the remainder of the term. The promise was never meaningfully pursued.
