Across his full term (January 2021 - January 2025), Biden issued no order barring foreign governments from lobbying Congress or the executive branch, and his administration sent Congress no legislative proposal to impose such a bar. The nearest action, Executive Order 13989 (Jan. 20, 2021), required his own appointees to pledge not to engage in FARA-registrable activity on behalf of foreign governments or foreign political parties after leaving government - a revolving-door restriction on his appointees, not a bar on foreign-government lobbying itself. Foreign governments remained able to lobby through registered agents throughout the term, so the promised bar was never meaningfully pursued.
