Biden made voting-rights legislation a signature push: he backed the Freedom to Vote Act and the John R. Lewis Voting Rights Advancement Act, and in a January 11, 2022 Atlanta speech personally urged passage and called for changing Senate filibuster rules to get it done. On January 19, 2022 the Senate rejected cloture 49-51 on H.R. 5746, the vehicle carrying the combined Freedom to Vote: John R. Lewis Act, and then declined to change its rules, so neither the Voting Rights Act restoration nor the bill's campaign-finance provisions became law. Biden personally led the effort beyond a supporting role, but delivery fell short.
