Biden took concrete, sustained steps consistent with this aspirational pledge. On January 22, 2021 he signed Executive Order 14003, revoking the Schedule F order (EO 13957) that had removed protections from career civil servants and restoring pro-collective-bargaining policy, and in April 2024 his OPM finalized a rule reinforcing merit-system protections against involuntary removal of employees from the competitive service (effective May 9, 2024). These actions addressed politicization of institutions and support for public servants during his term, though an open-ended promise to 'end the war on government' was only partly achievable and the protections remained politically contested.
