No federal public financing of elections was enacted during Biden's term. He endorsed the For the People Act (H.R. 1), which would have created small-dollar public matching for congressional and presidential campaigns through a 'Freedom From Influence Fund,' and on its March 2021 House passage he praised its campaign-finance reforms; the Senate blocked the companion bill 50-50 on June 22, 2021, and the successor Freedom to Vote effort also failed in January 2022. Biden never proposed his own plan to federally fund all elections, and even the legislation he backed fell short of that full scope, so this counts as a push that did not land.
