Biden signed Executive Order 14004 on January 25, 2021, revoking the prior transgender service ban and directing the Department of Defense to allow all qualified Americans to serve regardless of gender identity. The Pentagon issued implementing policies on March 31, 2021 permitting transgender service members to serve openly in their self-identified gender, access medically necessary transition-related care, and be protected from gender-identity discrimination. The directive and its implementation were both completed during Biden's term; his successor's 2025 reinstatement of a ban postdates the completed term and does not change this rating.
