Biden did renew the federal commitment - reinstating the White House Office of National AIDS Policy and releasing a National HIV/AIDS Strategy on December 1, 2021 - but that strategy targeted ending the HIV epidemic by 2030, not by 2025 as his campaign pledge stated. CDC estimates show new HIV infections declined about 12% from 2018 to roughly 31,800 in 2022, well short of epidemic-ending levels by the promised 2025 horizon. The re-commitment and investment occurred, but the promised 2025 endpoint was neither adopted as the goal nor achieved.
