Biden pressed Congress throughout 2021-2022 to pass the John R. Lewis Voting Rights Advancement Act: the House passed H.R. 4 in August 2021, but Senate cloture on the companion measure S. 4 failed 50-49 on November 3, 2021. Biden personally campaigned for the bill, including a January 11, 2022 Atlanta address in which he called for changing Senate filibuster rules to pass voting rights legislation; the Senate rejected that rules change on January 19, 2022. The bill never became law, so the promise was driven hard by Biden personally but not delivered.
