(2) As president, Biden's administration formally backed the legislative vehicle for this exact policy: the White House Statement of Administration Policy of June 13, 2022 states 'The Administration supports H.R. 2543.' H.R. 2543 (originally titled the Federal Reserve Racial and Economic Equity Act) would have added a third Fed mandate requiring the Board to foster 'the elimination of disparities across racial and ethnic groups with respect to employment, income, wealth, and access to affordable credit' -- the promise's substance.
