The Therapeutic Fraud Prevention Act was never enacted, and Congress passed no federal conversion-therapy ban during Biden's term (January 2021 - January 2025). Biden instead acted by executive order: E.O. 14075 (June 15, 2022) directed HHS to establish an initiative to reduce youth exposure to so-called conversion therapy, encouraged the FTC to consider whether the practice is unfair or deceptive, and ordered an interagency plan to counter the practice globally. This was a concrete formal push toward the promised ban, but no nationwide ban - statutory or regulatory - materialized.
