Trump championed and signed the Tax Cuts and Jobs Act of 2017, his central action on business taxes after this 2015 promise. He initially pushed for a 15% rate, but the enacted law fell short of the promise on both counts. (1) Corporations: the TCJA cut the corporate rate from 35% to 21% — not 15% (Congress rejected Trump's 15% proposal). (2) 'Any size' businesses / pass-throughs (sole proprietorships, partnerships, S-corps): they got NO flat 15% rate at all — only a Section 199A deduction of up to 20% of qualified business income, while owners still pay ordinary individual rates up to 37% (effective top ~29.6%). Thus many businesses still pay well above 15%. Because he delivered a large business tax cut in the promised direction and personally drove it, but did not achieve the specific 15% cap for all businesses, this is a genuine PARTIAL — real, substantial action that fell short of the promised level and universality, rather than FULL (not delivered), ATTEMPTED (the cut succeeded, just not at 15%), or MISALIGNED (he acted toward, not against, lower business taxes).
