On January 23, 2017 -- his first full working day (the Friday, January 20 inauguration was followed by a weekend) -- Trump personally signed a presidential memorandum directing withdrawal of the U.S. as a signatory to the TPP. The USTR press release (verified live) confirms the U.S. 'formally withdrawn from the agreement per guidance from the President,' with the formal notification letter dated January 30, 2017. The nonpartisan CSIS titled its analysis 'President Trump Fulfills Day 1 Promise to Abandon TPP,' matching the mainstream characterization. This is a clean, personally executed, fully accomplished promise (not merely championed). Applying the same standard to any party, a specific day-one commitment executed within days of inauguration is a FULL.
