Trump did NOT act on day one (Jan 20, 2017) and in April 2017 he affirmatively took the OPPOSITE position, stating China is not a currency manipulator (CNN, Fortune, The Diplomat) — a genuine reversal for ~2.5 years. However, the substantive core was later delivered: on Aug 5, 2019, at Trump's personal direction, Treasury Secretary Mnuchin formally designated China a currency manipulator (confirmed by CNBC, WaPo, France24, Al Jazeera, NBC; WaPo reports Trump 'pressured Mnuchin' to do it after Mnuchin had resisted).
