The tax-cut half was delivered: the Tax Cuts and Jobs Act, signed December 22, 2017, cut the corporate rate from 35 percent to 21 percent and lowered individual rates. The growth half was not: annual real GDP growth was 2.9 percent in 2018 and 2.3 percent in 2019, never reaching 4 percent in his first term, and the economy contracted in 2020. In his ongoing second term, 2025 growth was 2.2 percent, so the 4 percent target remains unmet as of mid-2026.
