Trump personally pressured individual companies not to offshore, most prominently the December 2016 Carrier deal, and on August 3, 2020 signed an executive order directing agencies to review federal contractors' offshoring of work. However, no penalty mechanism for companies that move jobs abroad was enacted during his first term: Carrier itself shifted roughly 600 Indianapolis jobs to Mexico in 2017 without sanction, and offshoring by major firms continued. His second-term tariffs (2025-2026) raise import costs broadly but are not conditioned on a company relocating jobs, so the specific promised 'consequences' regime had not materialized as of July 2026.
