Trump acted vigorously on the policy inputs - 25 percent Section 232 steel tariffs via Proclamation 9705 (March 8, 2018) and coal deregulation in his first term, plus pro-coal executive orders (April 8, 2025) and higher metal tariffs in his second - but the promised employment rebound did not occur. Coal mining employment was lower in January 2020 than in January 2017, fell further during the pandemic, and stood near 40,000 in 2025, well below the roughly 50,000 when he first took office. Steel and iron mill employment was essentially unchanged, at 80,600 in 2017 and the same figure in 2023, so steelworkers and miners as a whole did not go back to work.
