Manufacturing employment rose substantially before the pandemic - a net gain of more than 350,000 jobs by March 2020, per Bureau of Labor Statistics data - and Trump replaced NAFTA with the USMCA, which entered into force July 1, 2020, addressing the trade-deal half of the pledge as he defined it. But growth stalled in 2019 and the COVID-19 collapse erased the gains: the U.S. ended his first term in January 2021 with 178,000 fewer manufacturing jobs than at its start, and Rust Belt manufacturing weakened even before the pandemic. That is partial, unsustained delivery on an aspirational pledge.
