On August 5, 2019, Treasury Secretary Steven Mnuchin, 'under the auspices of President Trump,' formally designated China a currency manipulator — the first such designation since 1994 — exactly the instruction Trump promised. CSIS confirms the action came 'under the auspices of President Trump' and was quietly removed in January 2020 as part of the phase-one trade deal.
