Trump's first term produced concrete aligned actions: the Buy American and Hire American executive order (April 18, 2017), Section 232 steel tariffs (March 8, 2018) aimed at reviving the domestic steel industry, and the 2017 corporate tax cut. Manufacturing employment grew by over 350,000 through March 2020, but pandemic-era losses left the U.S. with about 178,000 fewer manufacturing jobs in January 2021 than when the term began. No program specifically directed American steel to rebuilding inner cities, and the aspirational 'best place in the world' standard was not demonstrably achieved.
