Independently re-verified all three cited sources as real and live. As President, Trump advanced a formal White House blueprint (the American Infrastructure Initiative, February 2018) proposing $200 billion in federal funds to leverage at least $1.5 trillion in infrastructure investment via state/local matching, incentive grants, Private Activity Bonds, and expanded credit programs. This is a genuine, executive-level proposal (more than IGNORED/ABSTAINED). However, no infrastructure bill or fund was ever enacted: the plan stalled even under a Republican Congress, bipartisan negotiations collapsed, 'Infrastructure Week' became a running punchline, and PolitiFact's Trump-O-Meter rated the pledge 'Promise Broken' with 'No action evident on creating infrastructure fund.' The plan he advanced also departed from the promise's revenue-neutral, tax-incentive structure (it required $200B in new federal outlays), yet still pursued the core goal of leveraging private/state capital to spur ~$1T+ investment, so it is not MISALIGNED. Whether the formal blueprint amounts to CHAMPIONED is the one judgment call, but the administration never mounted a sustained drive to enactment, so ATTEMPTED (+0.25) is the calibrated, party-neutral rating. A Democrat with an unenacted, much-mocked blueprint would receive the same label. Prior rating stands.
