Trump pressed Congress to repeal the ACA in 2017: the House passed the American Health Care Act (H.R. 1628) on May 4, 2017, but the effort died in the Senate, where the final 'skinny repeal' amendment (McConnell Amdt. No. 667) was rejected 49-51 on July 28, 2017. Only the individual-mandate penalty was zeroed out in the December 2017 tax law; the ACA was never repealed or replaced - and certainly not 'immediately' - and it remains in place as of July 2026. A genuine legislative push that failed in Congress rates as ATTEMPTED.
