Trump made "repeal and replace" his top 2017 legislative priority and pushed hard for it: the House passed the American Health Care Act (May 2017), and the Senate took up multiple repeal vehicles (Better Care Reconciliation Act, Obamacare Repeal Reconciliation Act, Graham-Cassidy, and the "skinny repeal" Health Care Freedom Act). Every effort failed. The decisive Senate skinny-repeal amendment was rejected 49-51 on July 28, 2017, when Republicans John McCain, Susan Collins, and Lisa Murkowski joined all Democrats in voting no. No replacement — let alone one "far superior and at far less cost" — was ever enacted; the ACA remains in force. (The December 2017 tax law zeroed out the individual-mandate penalty effective 2019, a partial weakening but not a repeal-and-replace of the law.) This is a genuine, vigorous attempt that failed for reasons within the normal legislative process (a Senate vote falling short), not a promise ignored, dodged, or worked against. Because the promised outcome — ObamaCare repealed AND replaced with something superior at lower cost — did not occur despite a real effort, this rates ATTEMPTED.
