No universal-coverage plan was ever proposed; instead, Trump backed 2017 ACA-repeal legislation that CBO estimated would leave 23 million more people uninsured by 2026 than under current law. Coverage moved in the opposite direction of 'everybody's got to be covered': Census data show the uninsured rose from 25.6 million (7.9 percent) in 2017 to 27.5 million (8.5 percent) in 2018. Concrete measures opposite the promised outcome rate as MISALIGNED.
