The centerpiece was not delivered: the Senate rejected the final repeal-and-replace amendment to H.R. 1628 on July 28, 2017 by 49-51, and the Affordable Care Act remained in force with no replacement enacted as of July 2026; interstate insurance sales also never materialized. Other components partly landed: FDA approvals accelerated to record levels (971 generic approvals in FY2018 and 1,171 in FY2019) and the Right to Try Act became law in May 2018, addressing the pledge to cut FDA red tape and speed drug approvals. The July 2025 One Big Beautiful Bill Act later expanded HSA eligibility (permanent pre-deductible telehealth coverage; bronze and catastrophic exchange plans HSA-compatible from 2026), though as an expansion alongside the ACA rather than a replacement of it. Mixed delivery of this bundled promise supports PARTIAL.
