Trump made repeal-and-replace of the ACA his signature first-year legislative priority and personally LED the 2017 push (far beyond a single vote): he pressured the House Freedom Caucus, held a White House celebration after the House passed the AHCA ('This is a repeal and replace of Obamacare'), and drove Senate repeal votes. The effort collapsed when 'skinny repeal' failed 49-51, with McCain, Collins, and Murkowski voting no. The ACA was never repealed and no replacement was ever enacted; in the September 2024 debate Trump admitted he still had only 'concepts of a plan.' He drove the effort hard (CHAMPIONED, +0.75) but delivered none of the promised repeal, replacement, lower cost, competition, or 'finest health care plan.' Nonpartisan standard: a president of either party who led a signature legislative push that died in the Senate earns CHAMPIONED. Not ATTEMPTED (he led rather than merely voted), not PARTIAL/FULL (nothing was delivered), not negative (he acted in the promise's direction). All three cited sources verified real, live, and accurately quoted.
