Repeal-and-replace was Trump's top 2017 legislative priority and he actively drove it: he endorsed and pushed the American Health Care Act, which passed the House 217-213 on May 4, 2017 (celebrated with a Rose Garden event), and personally pressured Senate Republicans to act. The effort failed to become law when the Senate rejected the 'skinny repeal' 49-51 on July 28, 2017, with GOP Sens. McCain, Collins, and Murkowski joining Democrats. The ACA was never repealed or replaced, and no replacement was enacted, so both promise clauses (repeal/replace and 'choose your own doctor again') went unfulfilled. Under a party-neutral standard this is active leadership of an effort that did not land — CHAMPIONED, not FULL or PARTIAL (nothing of 'repeal and replace' was enacted). All three cited sources (NPR 539907467, NBC News n787311, Ballotpedia timeline) confirmed real, live, and accurately quoted. The original CHAMPIONED/0.85 rating stands.
